Looks Like Vote by Mail Fraud to Me

With weeks to manufacture consistent results in vote by mail west coast cities, these numbers appear to be programmed to remain at pre-determined percentages in each metropolitan area. Every four years between the percentage of the over all vote remains the same between the Democrat and the Republican Presidential candidates regardless of the caliber of the candidate, effectiveness of the campaign or the health of the economy. As though the elections are being held in an environmental vacuum devoid of any other variable other than the party affiliation.
