Puerto Rico Has Always Been A Rich Port for Congress


Puerto Rico is a territory of the United States. It became a U.S. territory in 1898, when it was acquired from Spain after the Spanish-American War.
With approximately 3.4 million residents, Puerto Rico is the most highly populated of all United States territories. People who are born in Puerto Rico are U.S. citizens.
The power of Congress over territories is exclusive and complete, as described under Article IV of the Constitution:
The Congress shall have the power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States.

Since Congress regulates and funds the US territory of Puerto Rico they are free to allocate vast sums of money for any purpose they deem necessary, like after back to back devastating hurricanes. When the crooked Puerto Rican leaders received these mass sums of money they appear to have taken the millions of dollars in aid to enrich themselves, while leaving tons of humanitarian relief supplies of food, medicine and water to rot in the sun undistributed for over a year. 


Has anyone looked into these members of Congress to see exactly how many of our public servants are being made rich/rico through private foundations like The Paul and Nancy Charitable Foundation which is much like the infamous Clinton Foundation ? 

Could it be that our Congressional Representatives are able to allocate large sums in relief aid to corrupt countries and territories like Puerto Rico in exchange for generous donations to their "charitable" foundations?

Could this kickback scheme be responsible for making most of the duly elected members of Congress  outrageously and conspicuously wealthy?
